Representative of China: Concerned about the prospects of suppressing the Haiti gang forces

China's Permanent Representative to the United Nations, Fujin, made an explanatory speech on September 30 after the Security Council voted on the draft resolution on suppressing the Haitian gang forces, expressing concerns about the operation and prospects of the force.

Fu Cong said that although China has opinions on the draft resolution, considering the severe security situation in Haiti and the concerns and calls of the international community, China has not blocked the adoption of the draft resolution. This is already the greatest goodwill that China can demonstrate.

Fu Cong said that the draft resolution is vague on key issues such as who the force consists of, how to fulfill its authorization, how to grasp the boundary of the use of force, and how to avoid innocent civilian casualties. However, the author insisted that the Security Council adopt the resolution first. This practice of asking the Security Council to write bad promises on issues related to the safety of Haitian people, but it is not specific responsible, is tantamount to treating the Security Council as a "rubber stamp".

Fu Cong said that the author country suddenly threw out a draft resolution a month ago, requiring the Security Council to make a quick decision. In view of the still serious differences between the parties, China and Russia suggested a technical extension of the multinational security support mission to gain more time for full discussions and seek consensus. Regrettably, the author country insisted on submitting the highly controversial draft resolution to a vote, which not only undermined the unity and cooperation of the Security Council on the Haiti issue, but also undermined the credibility and authority of the Council.

Fujin said that two years ago, individual countries vowed that they would continue to contribute to the multi-national security support units to ensure the success of the support units. Today, the country has left its commitment in the head, refused to continue to undertake the obligation to contribute and, while indebted to huge amounts of UN peacekeeping stakes, asked the members of the General Assembly to "share responsibility" for the new forces it proposed.

Fu Cong said that this draft resolution may add to the already complex and severe situation in Haiti. The growing power of gangs in Haiti is inseparable from the continuous flow of large amounts of weapons and ammunition into Haiti. United Nations reports show that weapons and ammunition originating from the United States have never been cut off, and the Security Council's arms embargo has become a dead letter. This contradictory approach of allowing weapons to flow into the hands of gangs while promoting the dispatch of armed forces to fight in the sea is likely to plunge Haiti into greater security turmoil.

He said that China hopes that the Security Council will pay close attention to this action and strictly supervise it, and take necessary actions in time according to the development of the situation.
