On September 30, local time, the 31st regular meeting of the Council of Foreign Ministers of the Andean Community (ANAC) was held in Bogotá, the capital of Colombia. The meeting unanimously voted to adopt a resolution formally accepting China as an observer state of the organization.

The member states said that China has always played an important role in the international community and global governance, and that China has a significant historical significance as an observer member of the ASEAN, hoping to promote cooperation between the two sides, promote the process of regional economic integration and sustainable development, and better safeguard the common interests of developing countries.

Zhang Liping, the representative of the Chinese side at the Embassy in Colombia, was invited to attend the meeting and spoke on behalf of the Chinese side, he appreciated the decision of the ANC to accept China as an observer country, and expressed the Chinese side is willing to jointly implement the "five major projects" of jointly building the China-Latin community of destiny, open up a new pattern of bilateral multilateral mutual promotion and better benefit the people of both sides.

At the meeting, Ecuador replaced Colombia as the rotating presidency of the Assembly for a term of one year.

Founded in May, 1969, the Community is an important regional economic integration organization in Latin America. It is headquartered in Lima, Peru, and currently has four full member countries, namely Peru, Ecuador, Colombia and Bolivia.
