According to documents released by the White House, Trump's "Comprehensive Resolution Plan for the Gaza Conflict" to end the Gaza conflict has a total of 20 items, including:

Gaza will become a ¡°de-radicalized, non-terrorist¡± region and no longer a threat to its neighbors.

Gaza will be reconstructed and developed to the benefit of the suffering people of Gaza.

If both sides agree on this proposal, the war will end immediately.The Israeli army will withdraw to the agreed border to prepare for the release of hostages.During this period, all military operations (including air bombing and artillery) will be suspended, and the front will be frozen until the conditions for a comprehensive phased withdrawal are met.

7. Once the plan is accepted, the full delivery of aid to the Gaza Strip will be immediate. The amount of aid will be at least consistent with the scale contained in the agreement on humanitarian assistance of January 19, 2025, including infrastructure rehabilitation (water, electricity, sewer), rehabilitation of hospitals and bakery shops, and entry of equipment required for removing ruins and opening roads.

The distribution of aid and materials in the Gaza Strip will be coordinated by the United Nations and its agencies, the Red Cross Society and other international agencies not affiliated with the parties, without interference from the parties. Rafah Border Crossing's two-way opening will follow the same mechanism implemented by the January 19, 2025 agreement.

Gaza will be administered by a technical bureaucrat, non-political Palestinian Interim Governance Committee, responsible for daily public services and municipal affairs in the Gaza region. The committee will consist of qualified Palestinian and international experts, and will be supervised by the newly established ¡°Peace Council¡±, a transitional international body, and will be chaired by Trump, and the list of other relevant countries and leaders will be subsequently published, including former British Prime Minister Tony Blair. The agency will establish a framework and funding arrangements for the reconstruction of Gaza until the Palestinian National Authority has completed reforms, including the Trump 2020 Peace Plan and the Saudi-French proposal, and will be able to safely and effectively take over Gaza.

A Trump-led reconstruction and economic revitalization plan for Gaza will be developed by a team of experts who have been involved in building several modern and prosperous miracle cities in the Middle East.Many international groups of goodwill have put forward thoughtful investment proposals and exciting development ideas, which will be included in consideration to integrate security and governance frameworks, attract and promote these investments to create jobs, opportunities and hopes for the future of Gaza.

A Special Economic Zone shall be established and the relevant preferential tariffs and conditions of access shall be determined in consultation with the participating States.

No one should be forced to leave Gaza in the hope that those who leave may enter freely and encourage people to stay and build a better Gaza together.

13. Hamas and other factions agree not to participate in any form (direct, indirect or otherwise) in the governance of Gaza. All military, terrorist and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and cannot be rebuilt. Under the supervision of independent monitors, Gaza will undertake a demilitarization process, including the permanent invalidation of weapons through agreed weapons decommissioning procedures, supported by an internationally funded repurchase and reintegration plan, all of which will be verified by independent monitors. The new Gaza will be fully committed to building a prosperous economy and peaceful coexistence with its neighbors.

Regional partners will provide guarantees to ensure that Hamas and related factions meet their obligations and ensure that New Gaza does not pose a threat to neighbors or people.

15. The United States will work with Arab countries and international partners to establish an interim international stabilization force and immediately deploy it to Gaza. The force will train and support the vetted Palestinian police force, and consult and cooperate with Jordan and Egypt, which are experienced in this field. The force will be a long-term internal security solution for Gaza. The international stabilization force will cooperate with Israel and Egypt to help secure the border areas. Together with the newly trained Palestinian police force, the key goal is to prevent the flow of weapons into Gaza, while promoting the rapid and safe flow of materials needed to rebuild and revitalize Gaza. The parties will agree on a set of conflict de-escalation mechanism.

Israel will not occupy or annex Gaza.As international stability forces establish control and stability, the Israeli military will gradually withdraw according to the de-militarization standards, nodes and timetables agreed with international stability forces, guarantees and the United States, with the aim of achieving a safe Gaza that no longer poses a threat to Israel, Egypt and its citizens.

If Hamas delays or rejects this proposal, the above arrangements (including upgraded aid operations) will continue to be implemented in the ¡°Terror-Free Zone¡± where the Israeli Army is transferred to the International Stability Forces.

18. An inter-faith dialogue mechanism based on the concepts of tolerance and peaceful coexistence will be established, and efforts will be made to change Palestinian and Israeli ideas and narratives by emphasizing the benefits of peace.

With the advancement of Gaza¡¯s reconstruction and the implementation of the reforms of the Palestinian national authorities that could eventually create the conditions for the Palestinian people to a credible path to self-determination and the establishment of a state, we recognize that this is the legitimate desire of the Palestinian people.

The United States will promote dialogue between Israel and the Palestinians to reach a consensus on the political prospects for peace and prosperity.

What about the Palestinian government, Hamas, and Jihad?
