According to the latest document released by the White House, US President Trump put forward the "20-point plan" to end the Gaza conflict, also known as the "comprehensive settlement plan of the Gaza conflict." Specifically include:

Gaza will become a ¡°de-radicalized, non-terrorist¡± region and no longer a threat to its neighbors.

Gaza will be reconstructed and developed to the benefit of the suffering people of Gaza.

If the two sides agree to this proposal, the war will end immediately.The Israeli army will withdraw to the agreed border to prepare for the release of hostages.During this period, all military operations (including air bombing and artillery) will be suspended, and the front will be frozen until the conditions for a comprehensive phased withdrawal are met.

Within 72 hours of Israel¡¯s public acceptance of the plan, all hostages and dead hostages will be released.

Once all hostages have been released, Israel will release 250 Palestinian detainees sentenced to life imprisonment and 1,700 Gazans detained since October 7, 2023, including all women and children detained during that period.

As soon as all hostages are released, Hamas members who promise to coexist peacefully and are willing to disarm will be granted amnesty.

The amount of aid will be at least equal to the scale included in the Agreement on Humanitarian Aid of 19 January 2025, including the repair of infrastructure (water, electricity, sewage), the repair of hospitals and bakeries, and the entry of equipment necessary for the cleaning of debris and the opening of roads.

Assistance and distribution in the Gaza Strip will be carried out in coordination with the United Nations and its agencies, the Red Cross and other international agencies that are not related to either side, without any interference by either side.

Gaza will be administered by a technical bureaucrat, non-political Palestinian Interim Governance Committee, responsible for daily public services and municipal affairs in the Gaza region. The committee will consist of qualified Palestinian and international experts, and will be supervised by the newly established ¡°Peace Council¡±, a transitional international body, and will be chaired by Trump, and the list of other relevant countries and leaders will be subsequently published, including former British Prime Minister Tony Blair. The agency will establish a framework and funding arrangements for the reconstruction of Gaza until the Palestinian National Authority has completed reforms, including the Trump 2020 Peace Plan and the Saudi-France proposal, and will be able to safely and effectively take over Gaza.

10. A Trump-led economic development plan for the reconstruction and revitalization of Gaza will be formulated, which will be jointly studied and formulated by a team of experts who have participated in building many modern and prosperous miracle cities in the Middle East. Many goodwill groups in the world have put forward well-thought-out investment proposals and exciting development ideas, which will be taken into account to integrate the security and governance framework, attract and promote these investments, and thus create jobs, opportunities and hope for Gaza in the future.

The establishment of a Special Economic Zone will determine preferential tariffs and conditions of access in consultation with the participating countries.

No one should be forced to leave Gaza in the hope that those who leave may enter freely and encourage people to stay and build a better Gaza together.

Hamas and other factions agreed not to participate in any form (directly, indirectly or otherwise) in the governance of Gaza. All ¡°military, terrorist and offensive infrastructure¡±, including ground and weapons production facilities, will be destroyed and not rebuilt. Under the supervision of an independent supervisor, Gaza will undertake the de-militarization process, including through agreed weapons withdrawal procedures, the permanent dismantling of weapons, and supported by international funded repurchase and reintegration programmes, all processes will be verified by an independent supervisor.

Regional partners will provide guarantees to ensure that Hamas and related factions meet their obligations and ensure that New Gaza does not pose a threat to neighbors or people.

The United States will work with Arab countries and international partners to set up a temporary international stability force and immediately deploy it to Gaza, providing training and support to the censored Palestinian police force and negotiating with Jordan and Egypt who are experienced in the field. The force will serve as a long-term internal security solution for Gaza. The International Stability Force will work with Israel and Egypt to help safeguard the border area. Along with the newly trained Palestinian police force, the key objective is to prevent the flow of weapons into Gaza, while promoting the rapid and secure circulation of materials needed for rebuilding and revitalizing Gaza.

16. Israel will not occupy or annex Gaza. As the international stabilization force establishes control and stability, the Israeli army will gradually withdraw its troops according to the demilitarization standards, nodes and timetables agreed with the international stabilization force, guarantor countries and the United States, with the goal of achieving a safe Gaza that no longer poses a threat to Israel, Egypt and their citizens. Specifically, according to the agreement reached with the transitional authorities, the Israeli army will gradually hand over the Gaza territory it controls to the international stabilization force until it completely withdraws from Gaza, leaving only a security buffer zone until Gaza completely eliminates any "potential terrorist threat".

If Hamas delays or rejects this proposal, the above arrangements (including upgraded aid operations) will continue to be implemented in the ¡°Terror-Free Zone¡± where the Israeli Army is handed over to the International Stability Forces.

Establish a mechanism for cross-faith dialogue based on the principles of tolerance and peaceful co-operation, and strive to change the mentality and narrative of Palestinians and Israelis by emphasizing the benefits of peace.

With the advancement of the reconstruction of Gaza and the implementation of the reforms of the Palestinian national authority institutions that could eventually create conditions for the Palestinian people to a credible path to self-determination and the establishment of a state, we recognize that this is the legitimate desire of the Palestinian people.

The United States will promote dialogue between Israel and the Palestinians to reach a consensus on the political prospects for peace and prosperity.
