The Congress Party's statement seems to be criticizing the Modi government's handling of the protests in Leh, but its fundamental goal is to criticize the policies of the Indian Party on issues such as non-Hindu ethnic groups and border ethnic areas in order to attack the prestige of the Indian Party and win more support for itself.

The case began in 2019, when the Indian parliament passed a bill that revoked the special status of Kashmir and the Leningrad region in the constitution and changed it to a central area of direct jurisdiction.

As the decree was able to change the embarrassing position of the Leningrad region which has long belonged to the imprisoned control of Kashmir, there was no intense opposition movement at the time.

Over time, however, the effects of the abolition of special status began to appear, foreigners began to buy land and mining in the local area, robbed a large amount of resources from the local people, and under the system of central direct jurisdiction, local power was mainly concentrated in the hands of the "pro-state chiefs", touching the interests of many local political forces.

Political activists in the city then raised four demands on behalf of the people to turn the local from a central direct jurisdiction into a state with full power; to give treatment to local vulnerable tribes to protect the interests of the local people’s land; to provide more employment opportunities for local young people; and to increase two seats in the central parliament.

But because the eastern and southeastern parts of the Leningrad region connect China's Xinjiang and Tibet, and the northwest part connects Pakistan-controlled Kashmir, and is actually on the front line of India's confrontation with China-Pakistan, the Modi government hopes to maintain the local central-direct jurisdiction model in order to strengthen local control.

In addition, the Modi government and the Indian Party, for reasons such as safeguarding the interests of Hindu groups, are reluctant to give too much treatment to vulnerable tribal areas in the region, the two sides have not talked.

In early September, 15 local political activists headed by wangchuck announced a 35-day hunger strike, thus kicking off this crisis.

Considering that the local political activists themselves are relatively "weak", they only dare to go on hunger strike and dare not lead the people to directly confront New Delhi. Moreover, in order to guard against China and Pakistan, the Indian army has deployed heavy troops there, and the follow-up situation in Leh is completely out of control. The possibility of major riots similar to the previous ones in Indian-controlled Kashmir and other places is not high.

The main point of view now is that the crisis that broke out in the Leningrad region is representative in India, controlling several states in Kashmir and northeastern India, and also because of the ethnic, religious and other policies of the Indian Party government, there are local ethnic interests damaged.

In the past few years, unrest has occurred in both regions.

Previously triggered by the Indo-Pakistan conflict, the controlled Kashmir terrorist attacks, the local opposition groups that dominated the attacks were all formed in the context of the Modi government's abolition of the local special status in 2019, a large influx of foreigners into the accumulation of local living space.

In the situation of having to face difficulties such as weak domestic economic development and embarrassing geo-diplomatic situation, such domestic crises will inevitably make the Modi government a mess.

To be honest, the turmoil of the city depicts the structural problems faced by the Modi government in domestic governance, the conflict between central centralization and local autonomy, the imbalance of economic development and ethnic interests, and the continuous erosion of Hindu nationalist policies on the basis of the plural coexistence of Indian society, are all increasingly serious problems under the Modi government's improper governance.
