On September 29, local time, the White House announced Trump’s plan to end the conflict in Gaza.
According to the plan, "the war will end immediately" if both parties to the conflict agree. Israeli troops will withdraw to agreed borders in preparation for the release of hostages. During this period, all military operations, including air and artillery bombardment, will be suspended and the battle lines will remain frozen until conditions for a completely phased withdrawal are met.
The agreement stipulates that within 72 hours of Israel’s public acceptance of the agreement, all hostages, whether dead or alive, will be returned.Once all Israeli hostages are released, Israel will release 250 Palestinians sentenced to life imprisonment and 1,700 Gazans detained since the beginning of the conflict on 7 October 2023.
Full assistance will be provided to the Gaza Strip immediately upon acceptance of this agreement. The distribution of materials and assistance in the Gaza Strip will be conducted through the United Nations and its agencies, the Red Crescent Society and other international agencies unaffiliated with either party to the conflict, and both parties must not interfere. The two-way opening of the Rafah crossing will follow the same mechanism implemented by the agreement of 19 January 2025.
The agreement calls for a temporary transitional governance of Gaza by a technocratic, non-political Palestinian council, responsible for providing public services to the people of Gaza and the daily operation of municipalities. The committee will consist of eligible Palestinians and international experts, and will be overseen and regulated by a new international transitional body, the Peace Council, which will be led and chaired by Trump, with other members and heads of state to be announced separately.
The agreement also requires Hamas and other factions not to play any direct, indirect or any form of role in the governance of Gaza.All military and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and not rebuilt.
The agreement also stipulates that Israel will not occupy or annex Gaza.
