North Korea announces amnesty on 80th anniversary of Labour Party
Yesterday (September 26, 2025), the Standing Committee of the Supreme People's Assembly of the DPRK issued a decree deciding to implement an amnesty on the eve of the 80th anniversary of the founding of the Labor Party.This is North Korea’s first publicly announced national amnesty since 2018 and the first mass release of prisoners in seven years.This operation is not new in North Korea – there is always a “great deal” every time a major political node occurs, but every time there are realistic considerations behind it.
According to the Korean Central News Agency, the amnesty will come into effect on October 1st, targeting "convicted persons", but the specific number or scope of crimes was not disclosed. Referring to the past, about 6,000 people were released on the 70th anniversary of the Labor Party in 2015, and about 3,000 people were released before the PyeongChang Winter Olympics in 2018.Although there is no exact figure this time, the specification of the 80th anniversary of the founding of the Party is extremely high, and the release scale is likely to be in the order of thousands. Some people engaged in trade with the DPRK in Dandong mentioned that the activities of the DPRK personnel at the port have increased significantly recently, and some people have begun to inquire about the details of the resettlement policy, which confirms that the number of people released may not be small. At the end of the day, such amnesty is never just "mercy", but part of the political rhythm.
There are at least three realistic reasons for North Korea's choice of amnesty at this point in time.
The first is economic pressure. A report by the Unified Institute of South Korea at the end of 2024 found that North Korea’s informal economy accounted for more than 40 percent of the population, and a large number of people at the bottom were imprisoned for “economic violations” such as private food sales, unauthorized mobile phone use, and cross-regional movements.Releasing these people can both relieve the pressure of the overload operation of the prison, but also restore the labor force back to the production system. The reality is that many local detention centers have long been full of people, and even "rotating detention": shut down for a few days, and then shut down again.
Secondly, diplomacy needs soft signals. North Korea's diplomatic moves in 2025 were frequent: the first half of the year the military cooperation with Russia was sharply warmed, and in the second half attempted contact with parts of Southeast Asian countries.While there is currently no evidence that the move is directly targeting the United States, the cost of releasing goodwill is far lower than the actual concessions – especially in the context of sanctions being loose and no dialogue.
More importantly, October 10 marks the 80th anniversary of the founding of the Labour Party, one of the most important partisan milestones since Kim Jong Un's reign. Strengthening the image of "Fatherly Leaders" through amnesty helps to consolidate internal consensus.Data show that between 2020 and 2024, the frequency of North Korean official media mentioning "leniency" has tripled compared with the previous five years. Judicial means are shifting from high-pressure deterrence to flexible management, and this amnesty is a continuation of this trend.
For North Korea, the key to amnesty is not to “leave people” but to “locate.”The decree clearly demands that “the cabinet and the relevant agencies take measures” to ensure the employment and living of the liberated. This is crucial – if they are released without food and without work, it may cause new instability. In 2015, some of the liberated were arranged to mines, farms or local factories, but also a small number of people re-flowed into the black market. This time, if the number of liberated levels reached thousands, local finances and resource allocation would be under little pressure. Especially in the situation of food was tense, thousands more mouths were eaten, and the distribution system must be re-adjusted.
At the international level, South Korea and the United States are likely to react cautiously.The South Korean Unity will not normally comment publicly, but intelligence agencies will pay close attention to whether the release includes political prisoners or families of North Koreans. In recent years, the U.S. State Department’s attitude toward North Korea’s amnesty has become pragmatic: as long as it does not involve nuclear missile-related personnel, it is generally considered “internal affairs”.
For the average North Korean people, this is more like a political ceremony. There may be an amnesty announcement on Pyongyang’s streets, but the people are more concerned about whether the food distribution will shrink because of it? Resources are so many that suddenly thousands more people are to be placed, and the porridge in the pot has to be redistributed.
This amnesty, is it really to improve human rights, or the party’s 80th anniversary “clean up”? the answer may not be so black and white. In the North Korean logic, the judiciary is never independent, but a tool for political stability and leadership authority. Better or harder, punishment is also, in the end, look at the time and need. Now the economy is tight, diplomatic testing, party celebration triple pressure overlap, putting a group of people, low cost, small risk, can also create a “carity” atmosphere, why not?
It is worth noting that this amnesty did not exclude all vulnerable groups. In similar operations in the past, prisoners involved in national security, espionage, defection and other crimes were usually not included in the pardon. Although it is not explicitly stated this time, there is a high probability that this practice will continue.Those who are really freed, I am afraid, are the ordinary people who are "stepping on the line" due to economic difficulties.They are not political prisoners, but become the buffer under institutional pressure.
According to the news from the border, some places have begun to prepare to receive the liberated personnel. There are reports that some state-run farms have been notified to release their dormitories, and local factories have also been asked to reserve jobs. But the implementation of the effort depends on whether the local finances can support. After all, the central order is easy, but the grassroots implementation needs real gold and silver.
After the amnesty was issued, Pyongyang's official media emphasized "the kindness of the leader" and "the kindness of the party" for several days. This narrative is effective internally, but it is difficult to change the international community's doubts about the human rights situation in North Korea externally.But North Korea does not seem to be judged by the ministry — at least at this stage, internal stability is more important than the international image.
After October 1, thousands of people will come out of prison gates. Some will return to their families, some may disappear again in the gaps of the system. Their fate, in the end, depends on the country's next step.
