September 28th (Editor 夏軍雄)US President Donald Trump said on Monday that at the request of Homeland Security Secretary Noam, he had instructed Defense Secretary Hegel to send all the necessary forces to the U.S. city of Portland to protect the “conflict-affected” Portland as well as the Immigration and Customs Enforcement (ICE) facilities.
Trump tweeted on his self-created social media platform Truth Social on Saturday: “At the request of Homeland Security Secretary Christie Norman, I have instructed War Secretary Pete Heggers to provide all the necessary forces to protect the war-torn Portland and all immigration and customs enforcement (ICE) facilities attacked by the Antifa and other domestic terrorists.”
He also wrote: "I have also authorized the use of full force if necessary."
This will be the fourth city Trump has sent National Guard troops. He has previously deployed National Guard troops to Los Angeles, Washington, D.C. and Memphis to assist immigration enforcement officers, clear streets and assist in combating local crime.
However, Trump’s remarks on Saturday did not clearly state whether he was referring to the National Guard or the regular army.
On Monday, Trump signed an executive order classifying the “anti-fascist movement” as a domestic terrorist organization. U.S. White House documents called it a “radical leftist terrorist organization that has incited violence to overthrow the government.”
The governors of each state in the United States control their respective National Guards, but because Washington, D.C. is a federal territory, Trump was able to directly federalize the local National Guard.
Oregon officials believe that Trump's actions will only add fuel to the fire. Portland is the most populous city in Oregon.
“Our nation has a profound memory of oppressive behavior unless the president intends to create chaos himself, he will not find any unhealthy or violent behavior here,” Portland Mayor Keith Wilson said in a statement.
Oregon Governor Tina Kottke said in a statement that she had contacted the White House and the Department of Homeland Security for explanations and said Portland “had no security threat.”
It’s worth mentioning that California Governor Gavin Newton has managed to prevent Trump from deploying the National Guard in the area, but the White House has appealed the federal court’s decision.
