Today, 43 years ago, on March 8, 1982 (February 13, 1982), the National People's Congress approved the State Council Institutional Reform Report. On March 8, 1982, the Twenty-Twoth Session of the Standing Committee of the Five National People's Congress adopted the "Report on the Reform of State Council Institutions". The State Council reduced the Deputy Prime Minister and appointed State Members, and the State Council was formed by the Prime Minister, Deputy Prime Minister, State Members and Secretary-General. The State Council's existing Deputy Prime Minister consisted of 13 people, reduced to two. The existing 98 departments, committees, directly affiliated agencies and office agencies were to be reduced and merged to about 52. The staff was reduced from the existing 49,000 to 32,000 people.
