The mine began to build in July 1986 without approval from the competent authorities. It was put into production in October 1987 under the condition of extremely chaotic management and no guarantee of personal safety. From January to April 1988, the Coal Management Station of the Dawan District Government of Liupanshui City ordered it to suspend production for rectification three times. However, the mine forcibly risked production despite the ban, resulting in this major gas explosion accident. The direct cause of the accident was that power and wind were cut during the day, a large amount of gas gathered underground, and air was supplied in the evening. People went down to the well to coal mining. Sparks were generated when electricians were repairing the lighting lines, causing a gas explosion. When the General Office of the State Council issued a notice in August 1988, it pointed out that the accident in Guizhou Province suffered heavy casualties and had profound lessons, exposing the current serious problems in safe production in township coal mines. The People's Government of Guizhou Province should immediately organize a joint accident investigation team with the participation of the provincial government and relevant prefectural and municipal departments to further investigate the cause of the accident, clarify the responsibility for the accident as soon as possible in accordance with the principles of who runs the mine, who benefits, and who is responsible for safety management and assumes responsibility, and deal with it seriously according to the seriousness of the case.
