On May 1, 1933, the National Government appointed Chen Jitang as the commander-in-chief of the South Route of the "Bandits Suppression" Army in Jiangxi, Guangdong, Fujian, Hunan and Hubei, Bai Chongxi as the deputy commander, and Cai Tingkai as the commander-in-chief: He Jian as the commander-in-chief of the West Route of the "Bandits Suppression" Army in Jiangxi, Guangdong, Fujian, Hunan and Hubei; Liu Zhenhua as the commander-in-chief of the "Bandits Suppression" Army in the Henan, Hubei and Anhui Border Region. On the 3rd, the Central Political Council approved the above-mentioned appointments and the provisional organizational outlines of each headquarters, and began to deploy the fifth large-scale "encirclement and suppression" campaign against the central red base areas. On the 21st, Chiang Kai-shek abolished the General Headquarters for "Bandits Suppression" in Jiangxi, Guangdong and Fujian, and once again established a battalion in Nanchang to handle military and political affairs in the five provinces of Jiangxi, Guangdong, Fujian, Hunan and Hubei. The battalion consists of three departments: Military Affairs, Confidential Affairs, and Military Aircraft, with Xiong Shihui, Yang Yongtai, and He Guoguang serving as directors; there are also four departments: Operations, Intelligence, Team Compilation and Training, and Party and Government, with He Guoguang, Yan Xunfu, Liu Xing, and Zhu Huaibing serving as directors. Yang Yongtai concurrently serves as Secretary-General.
