The "alliance" has institutions such as an assembly, a council, an executive committee and a secretariat. The congress is held in the capitals of member states every spring and autumn. There are 5 committees under the General Assembly, namely: 1. Political Issues, International Security and Disarmament; 2. Parliamentary, Judicial and Human Rights; 3. Economic and Social; 4. Education, Science, Culture and Environment; 5. Non-Self-Governing Territories and Ethnic Issues. The Council is composed of two members of parliament from each member state, namely the head of the delegation to the General Assembly and another representative. The President of the Council is elected for a term of 3 years. The Executive Committee discusses the standing work for a term of 3 years. The President of the Council is an ex officio member of the Executive Committee and serves as the Chairperson of the Executive Committee. The remaining 10 members are elected by the General Assembly from among the members of the Council of the "Union". The Secretariat of the "Union" is located in Geneva. After the council passes, the country's delegation can participate in the council and the general assembly. The parliamentary group may be composed of all or some members of the members of the "Union" member states. The parliamentary group consists of a chairperson, a number of vice-chairpeople, a secretary and a treasurer. The parliamentary group shall formulate a constitution. The establishment of the parliamentary group, the number of members, the list of leading members, the constitution, etc., must be sent to the secretary-general of the "Union" as an integral part of the application for membership. If the population is more than 300 million, 13 votes can be increased. If more than 50% of the members participate in the parliamentary group, two more votes can be added.
