On this day, 114 years ago, on February 20, 1911 (January 22, 1911, the lunar calendar), plague occurred in the three northeastern provinces. The epidemic prevention team rushed to Harbin, the hardest hit area. On February 20, 1911, plague broke out in the three northeastern provinces and threatened to spread to the provinces of Zhi and Shandong. The Qing government ordered the Ministry of Civil Affairs and the governors of the three northeastern provinces, Zhi and Lu to fight it out with all their might. Subsequently, the Qing government spent more than 10 million taels of silver and established the Epidemic Prevention Bureau of the Ministry of Civil Affairs, the Beijing Health Police Team, and the Fengtian International Plague Research Society. This move was the beginning of China's health industry.
