International Customs Day 26 January 1983
Forty-two years ago today, on January 26th, 1983 (December 13th, 1982 in the lunar calendar), the International Customs Day was established. In 1983, on the occasion of the 30th anniversary of the establishment of the Customs Cooperation Council, January 26, the date of the establishment of the Customs Cooperation Council, was designated as International Customs Day to commemorate the establishment of the Customs Cooperation Council. After the Second World War, with the assistance of the United States, the economies of European capitalist countries gradually recovered, and they urgently needed to develop international trade with each other. However, the differences in customs systems of various countries hindered the development of international trade and exchanges between other countries, especially brought troubles to the mutual comparison of tariffs and trade statistics and international negotiations. To this end, the thirteen governments of the European Economic Cooperation Committee issued a joint statement in Paris on September 12, 1947, preparing to establish a European customs union and a customs union group in Brussels. In December 1950, the Convention on the Establishment of the Customs Cooperation Council was drafted by this group and signed by the countries concerned. According to this Convention, the Customs Cooperation Council was born on January 26, 1953. At present, the Customs Cooperation Council is the only intergovernmental international customs organization in the world. It is a place for countries to exchange customs business and provides a stage for member countries to play their roles in it. The main work of the Council is carried out by convening a series of international customs meetings. The topics of the meetings range from how to cooperate with other international organizations to combat international drug trafficking activities to things such as the attributes of tea bags. By attending the meeting, representatives or observers of various countries can learn about the latest customs technology and supervision methods in the world, and master the information and trends of international customs. At present, the Customs Cooperation Council has more than 110 members and is headquartered in Brussels. China became a full member of the Customs Cooperation Council in early 1992. The characteristics of the Customs Cooperation Council are as follows: First of all, it is technical. Although the representatives of member countries come from countries with different social systems, the Council follows the principle of "only talking about business but not politics". Secondly, it is independence. It is not controlled by any international organization or group, and it has a strict organizational structure and independent financial accounting. The Council is responsible for managing the implementation of the United Nations Customs Convention on Containers, 1972, so some people think that it is a subsidiary body of the United Nations. In fact, it has a cooperative relationship with the United Nations on the basis of equality. When there are major operational activities, the Council will inform the United Nations Secretariat. Thirdly, it is consultative. It does not accept specific customs business, and avoids interfering in the internal affairs of the customs of member countries. It serves the customs of various countries by investigating international customs laws and regulations and a series of methods to simplify supervision procedures. It also plays an extensive and multi-level consultative role by holding various seminars, training courses and regional seminars.
