On June 7, 1901, the Gongyuan of the Imperial Examination in Guangzhou, the ministers of various countries wrote to Yi Kuang and Li Hongzhang to list the cities and towns that should suspend the examination. On the 11th, the Qing court issued an edict according to the list, stopping the civil and military examinations of 45 towns where foreign people were "tortured and abused" for five years.
