On March 29, 1978, President Carter made concessions to Congress's pressure and recommended increased federal aid to farmers across the country. Some farmers threatened to strike if subsidies were not doubled. The new plan called for compensation for the losses caused by farmers who planted corn and cotton this spring because of a small portion of land lacking. If farmers of wheat were not harvested on a subsequent portion of their crops, they would receive more subsidies. Two weeks ago, the Carter government opposed any farmers' compensation.
