Rufus served as the 20th Governor of Hong Kong from 1937 to 1941. Rufus joined the colony in 1904, serving for a long time in colonial government agencies in Africa, serving as Assistant Counselor of Kenya, Northern Rhodesia and Gold Coast Counselor, and serving as Gold Coast Counselor in the Gold Coast Counselor.

Hong Kong Governor (Hong Kong Governor) was the British colonial period of Hong Kong (1842-1997), and was represented by the British King in Hong Kong for a total of 28 years.
