On March 24, 1934, the U.S. Congress passed a new Philippine Independence Act, which was slightly different from the bill passed last year, but the bill passed last year was largely not approved by the island’s legislature because of Manuel Quezón’s opposition. Since the new bill was drafted in accordance with Quezón’s recommendation, it was likely to be approved. The bill required the Philippines to be independent before 1946, imposed a grade tax on imported goods and no longer gave the U.S. absolute ownership of military bases.
