On January 1, 1929, Chiang Kai-shek presided over the convening of the National Revolutionary Army Assembly, the meeting determined that the country had eight assembly zones, and Chiang Kai-shek controlled four of them, while also stipulating that all powers such as the national army were transferred to the Central Committee, and that the armies were restored.
After the end of the war, Chiang Kai-shek sought to save military spending in order to use the national army meeting held in the name of economic construction, in fact, to weaken the power of other military groups and strengthen their position.
