In November of the same year, after the merger of the Liberal Party and the Democratic Party of Japan, he served as a counselor, and was one of the leaders of the party, Mitsuhiro Matsumura. In the 1950s and 1960s, the “state of war” between China and Japan had not yet been legally ended, but because of the “Nagasaki flag incident” in May 1958, the channels of intercourse between China and Japan were almost completely disrupted. In this severe situation, the Japanese politician Matsumura Humayun, who loves Rangoon, sought to use Rangoon as a medium to improve the relations between China and Japan. He visited China three times. Especially in October 1962, after his second visit to China, Liu Xiaobo signed the “Memorandum of Comprehensive Commercial Affairs between China and China in November of the same year, taking Liu Xiaobo’s “Liao” and the “Takasaki” two-lettered “LT”, abbreviated as “LT Trade” or “
Later, there were some problems with “LT trade”, and in 1963, China and Japan also launched a “Langfeng Diplomacy”. In April of this year, Matsumori humbly invited the Chinese party to send a delegation to visit Japan in the name of the Japanese Irish Association. China then sent a delegation of Chinese Langfeng headed by Zhang Zhang Khan to visit Japan. On this basis, in April of 1964, Matsumori humbly visited China for the third time, and agreed that the two sides would establish a permanent trade contact office in the other capital in order to conduct “LT trade” smoothly, and agreed to exchange permanent reporters.
"Langfeng Diplomacy" laid the foundation for the development of Chinese-Japanese civil trade from friendly trade to long-term trade, and pushed China-Japanese relations from "civil exchanges" to the stage of "half-official half-people", laying an important foundation for the subsequent September 1972 realization of China-Japanese state relations normalization.
