Tsar Nicholas II disbanded the first democratic institution of Russia, the Duma, which made the parliamentary intermediate and radical leaders very angry. Therefore they issued a revolutionary declaration. The declaration called for the Russian people to refuse to pay taxes and refuse military service. The declaration was drafted by representatives of the city of Vyborg in Finland. The city of Vyborg was the city into which the Russian police had penetrated.
