On 28 June 1985, the Ministry of Culture submitted to the State Council a proposal for the establishment of a State Copyright Office in the Ministry of Culture. On 25 July 1987, the State Council approved and agreed with the Ministry of Culture’s recommendation; at the same time it decided to change the original Ministry of Culture’s Publications Bureau to the State Publications Bureau. The State Publications Bureau and the State Copyright Bureau as one agency, two stamps. The State Copyright Bureau director was chaired by the Director of the State Publications Bureau and headed by the Director of the State Publications Bureau. In January 1987, the State Council decided to abolish the State Publications Bureau belonging to the Ministry of Culture, set up a press publication agency directly under the State Council, retaining the State Copyright Bureau, and continuing to maintain one agency, two stamps.
