Twenty-six years ago today, on October 30, 1999 (September 22, 1999 in the lunar calendar), the National People's Congress decided to ban the activities of cult organizations. On October 30, 1999, the 12th meeting of the Standing Committee of the Ninth National People's Congress adopted a decision on banning cult organizations, preventing and punishing cult activities. In order to maintain social stability, protect people's interests and ensure the smooth progress of reform, opening up and socialist modernization, we must ban cult organizations, prevent and punish cult activities. According to the Constitution and relevant laws, the following decisions are made: 1. Resolutely ban cult organizations according to law and severely punish all kinds of criminal activities of cult organizations. Cult organizations fraudulently use religion, qigong or other names to disrupt social order and endanger people's lives and property safety and economic development by various means. They must be banned according to law and resolutely punished. People's courts, people's procuratorates, public security, national security and judicial administrative organs should perform their duties and jointly do this work well. Criminal activities such as organizing and using cult organizations to undermine the implementation of national laws and administrative regulations, gathering people to make trouble, disturbing social order, deceiving others by superstition and heresy, causing death, or committing rape with women and defrauding property shall be severely punished according to law. Two, adhere to the combination of education and punishment, unite and educate the vast majority of deceived people, and severely punish a very small number of criminals according to law. In dealing with cult organizations according to law, people who don't know the truth and participate in cult activities should be distinguished from criminals who organize and use cult organizations to carry out illegal activities and deliberately undermine social stability. The deceived masses will not be investigated. The organizers, planners, commanders and key elements who constitute crimes shall be resolutely investigated for criminal responsibility according to law; Those who surrender themselves or have performed meritorious service may be given a lighter, mitigated or exempted from punishment according to law. 3. Carry out in-depth and lasting publicity and education of the Constitution and laws among all citizens, and popularize scientific and cultural knowledge. Banning cult organizations and punishing cult activities according to law are conducive to protecting normal religious activities and citizens' freedom of religious belief. It is necessary to make the broad masses of the people fully understand the essence of cult organizations that seriously endanger mankind and society, consciously oppose and resist the influence of cult organizations, further strengthen the concept of legal system, and abide by national laws. 4. To prevent and punish cult activities, we should mobilize and organize the forces of the whole society to carry out comprehensive management. People's governments at all levels and judicial organs should conscientiously implement the responsibility system, take strictly preventing the breeding and spread of cult organizations, preventing and punishing cult activities as an important task for a long time, and maintain social stability.
