Today, 30 years ago, on April 7, 1995 (March 8, 1995) the United Nations Conference on Climate Change passed the Berlin Mandate. On April 7, 1995, the first 11-day meeting of the Parties to the UN Framework Convention on Climate Change closed at the International Conference Center in Berlin, Germany, and the conference passed documents such as the Berlin Mandate. The document argued that the existing obligations under the Framework Convention on Climate Change were inadequate and agreed to start negotiations immediately and consult on what appropriate action should be taken to protect the climate after 2000, so that no later than 1997 a Protocol should be signed, and the Protocol should clearly specify the greenhouse gas emissions that developed countries should limit and reduce within a certain period.
