On March 17, 1954, the Wu Tsunami incident occurred in Taiwan.
71 years ago today, on March 17th, 1954 (February 13th, 1954 in the lunar calendar), the Wu Guozhen incident happened in Taiwan Province. On March 17th, 1954, Chiang Kai-shek issued a "Presidential Decree" to remove Wu Guozhen from his post as a member of the Executive Yuan, prosecute Wu according to law, and ask the United States to extradite Wu Guozhen. Wu Guozhen studied in the United States and had certain ties with American political circles. In the past, Wu Guozhen was highly valued by Chiang Kai-shek during his stay in the mainland. He arrived in Taiwan Province in 1949 and served as the chairman of Taiwan Province. He was a reused figure in Taiwan Province's difficult times. Because Wu Guozhen was dissatisfied with some of Jiang Jingguo's practices and created many difficulties for Jiang Jingguo politically and economically, the contradiction between Wu and Jiang deepened, and Jiang once designed to kill the Wu couple. In April 1953, Wu was forced to resign and went to the United States. In February, 1954, Wu published three "political views" on Taiwan Province in the United States in response to the slander of Taiwan Province newspapers and periodicals, and published "Going to the President's Letter", criticizing Jiang's father and son by name, which aroused great repercussions from American public opinion. Therefore, Chiang Kai-shek issued a withdrawal order. On December 15th, 1949, Chiang Kai-shek, who had not yet returned to the post of "president", appointed Wu Guozhen as the chairman of Taiwan Province Province as the chief executive of Taiwan Island. Wu was puzzled by this. Because Chen Cheng was in charge of the seal of Taiwan Province Province for less than a year, he had no credit and hard work. Not long before Wu took office as provincial chairman, Chen Cheng interviewed Wu and invited Wu Qu to take up the post of secretary general of Taiwan Province provincial government, which was declined by Wu. Wu said to Chiang, "Isn't General Chen Cheng doing a good job? It's best for Yu Dawei to take the post." Chiang replied unabashedly, "You are very appropriate. I want you to strive for American aid in the future." In the third month after Wu Guozhen became the president of Taiwan Province Province, Chiang Kai-shek announced the resumption of the post of "president" and appointed Chen Cheng as the "executive president". Wu Guozhen thinks: "In order for him to give me the position of provincial president, he has been bitter and always stuck me, so I reported to Mr. Jiang and asked for his resignation." Jiang refused to approve Wu's resignation, and said to Wu, "If you resign and fight with you, you will fight with him. I support you." After listening to Chiang Kai-shek's oath, Wu was fluttering. He also thought, "Jun Zuo suffered the lesson of the failure of the mainland, and was determined to reform, so he dared to risk his life and do his best to serve him." According to Wu Guozhen himself, "It was Mr. Jiang's sake of the country." This is indeed one of the reasons why Wu was expelled. In fact, anyone who knows a little about the Kuomintang's high-level political struggles knows that the contradiction between Wu Guozhen and Jiang Jingguo did not originate in Taiwan Province, but in Shanghai. Of course, the completely different life backgrounds, thoughts and training between Wu and Jiang Jingguo are also the reasons for the widening of the rift between the two sides. As early as August 1948, Jiang Jingguo was ordered by his father to go to Shanghai as a supervisor to "fight tigers". At that time, Jiang Jingguo held the sword of Shangfang, was ambitious and wanted to show his talents in Shanghai. At that time, his tactics were severe and urgent, but the effect was not good. As the Kuomintang was already terminally ill, the final result turned into a situation of "only swatting flies" but not "tigers". Wu Guozhen, then the mayor of Shanghai, not only disagreed with Jiang Jingguo's practice, but the mayor's power was overhead, which also made Wu quite unhappy. The contradiction between Jiang Jingguo and Wu originated from this. After Jiang's father and son retreated to Taiwan Province, the core of all problems was that they could never lose Taiwan Province again, otherwise they would die without a burial place. Therefore, Jiang Jingguo was ordered by his father to monopolize the power of the security, intelligence and secret service system of the whole Taiwan Province Island. Jiang Jingguo took the post of "Director of the General Political Department of the Ministry of National Defense". Although his position is not very high, it is only Jiang's official title on the table. He can give orders in the "Information Group of the Presidential Office". Just put on the red hat and arrest and kill whoever you want. Hiding behind the scenes and exercising privileges outside the "law" and directing minions to severely crack down on dissidents and political opponents have always been the characteristics of the second and third generations of the Chiang family in the "dormant" stage. During Wu Guozhen's tenure as the president of Taiwan Province Province, the most intolerable thing was the rampant and rampant spy thugs raised by Jiang Jingguo. At that time, Wu said to Chiang Kai-shek: Reform must be carried out. Any institution is forbidden to arrest people at will without passing through the Security Command. Fourteen days after arrest, they must be released or prosecuted. Because Wu Guozhen's proposition is the same as Jiang Jingguo's practice, the contradiction between Jiang Jingguo and Wu has further intensified. The contradiction between Wu and Jiang Jingguo also has the problem of funding. When the Kuomintang retreated to Taiwan Island, all expenses of the "central" and local governments were paid by the provincial government. However, the economic source of the "provincial government" depends nothing more than the collection of land tax, and it is inevitable that it will be stretched to cope with such a large expenditure. As the chairman of the "provincial government", Wu Guozhen naturally has to reduce expenditure. At that time, he had a three-chapter agreement with Chiang Kai-shek: (1) The "provincial government" should bear the military expenses of the "central government", but it should be paid by name to put an end to the abuse of empty quotas; (2) Severely punish smuggling; (3) Prevent businessmen from evading taxes. Wu Guozhen also advised Chiang Kai-shek: "The Kuomintang party dues should be raised from party members instead of state funds, and the establishment of opposition parties should be encouraged, so as to establish a two-party system." Wu often rudely declined many extra-budgetary requests and requests of non-compiled organs and secret service organizations led by Jiang Jingguo. Later, Wu told Lei Zhen, another opponent of Chiang Kai-shek, "I only took negative actions and didn't give funds, so Jiang Jingguo hated me." Jiangnan commented on Wu Guozhen's move: "If there is a change of chairman, such as Yu Hongjun and Yan Jiagan, who asks for instructions when things happen, and takes the motto of 'pushing things' in everything, and the country is happy to pretend to be deaf and dumb, ignoring it. Then, not only will the conflict escalate, but even the misunderstanding of the Shanghai era can be eliminated." "To be fair, Wu is impulsive." Later, he naively advised Chiang Kai-shek: "If Jun Zuo loves Brother Jing Guo deeply, he should not be allowed to preside over the spy. No matter whether he exceeds his power or not, he will surely become the focus of people's hatred." Chiang Kai-shek, who is going to pass on his son, naturally can't listen to this hard advice. Wu Guozhen said, "Since then, Jun Zuo has more trust in Brother Jing Guo, not only allowing him to control the secret agents and the army alone, but also allowing him to manipulate the party headquarters and preside over the Youth Party." Until now, Wu Guozhen realized that Mr. Jiang's "love for power is better than patriotism; Love a son is better than loving the people". Wu Guozhen's above advice made Chiang Kai-shek have the idea of getting rid of Wu. According to Wu himself, Chiang Kai-shek killed him on the occasion of his 65th birthday. Here's the whole story: On October 30, 1953, for his 65th birthday, Chiang Kai-shek and Song Meiling went to Caoshan, a suburb of Taipei, to avoid their birthday. They specially invited Wu Guozhen and his wife to the mountain for dinner and stayed with them overnight. When Mr. and Mrs. Wu returned to Taipei the next day, they found that the driver of the car was missing, but they couldn't find it when they sent someone to look for it, so Jiang had to send another driver to drive down the mountain. The Wu and his wife were lucky that day. It happened that Wu's wife had diarrhea, and it was convenient to stop at an ordinary person's house by the roadside soon after driving. When Mr. and Mrs. Wu got to the car, they found that the driver's face was scared white. It turns out that the screws of the three wheels have already been twisted off. If it weren't for Mrs. Wu's diarrhea, the car would soar to a certain corner, and the wheels would fly off the body, and the Wu couple would be shattered to pieces. After the Wu and his wife narrowly escaped death, they realized that now that the relationship between the United States and Taiwan has improved, he has completed his mission, and Jiang doesn't have to solicit relations with the United States through Wu. In view of this, Wu Guozhen thinks that Taiwan Province can't stay any longer. When I got home, I found that my home phone was bugged. Wu Guozhen, who was panicked, suddenly thought of his American friend Associated Press reporter Arthur Gore. He found Arthur Gore and mysteriously said to him, "Arthur, put your hand on the Bible. I want to tell you something. You have to swear to keep it secret for me." "There are a few letters, please take them back to Henry Ruth of The New York Times, Chicago Tribune, Time and Life. If I die unfortunately, the full text will be published. If there is nothing wrong, please keep them on my behalf." Wu Guozhen's meeting with Arthur Gore is well aware of the authorities. When A left Taiwan and returned to the United States, Song Meiling personally saw A off and invited him to be his private secretary. But A refused to betray his friends and declined Song Meiling's invitation. In April, 1953, Wu Guozhen resigned from Chiang Kai-shek as chairman of Taiwan Province Province under pressure from all sides. In May, Wu Guozhen and his wife were invited by the United States to go to the United States. Jiang's father and son wanted to detain Wu, but Song Meiling dealt with it and finally released it. However, his father and second son Wu Xiuhuang, who are nearly eighty years old, are not allowed to go with them and remain hostages. Before Wu and his wife left, Wang Liangchou, the president of the judiciary, saw him off. Wang asked, "Are you not coming back?" Wu replied, "It's time." Wu's friend Zhang Qun, the head of the department of political science, came to see him off and gave him a handwritten couplet by Zeng Guofan: "The water is wide and the mountains are far away, and the sky is clear." When Wu and his wife boarded the plane, more than 500 people, including the executive president, Chen Cheng and Jiang Jingguo, went to the airport to see the defeated former provincial president. After Wu Guozhen first arrived in the United States, he took into account the safety of his father and second son, was cautious in his words and deeds, and there was no word of dissatisfaction with Jiang's father and son. In January, 1954, there was a rumor that "Wu Guozhen fled with capital" in Taiwan Province. Some newspapers and periodicals published editorials entitled "Advising Wu Guozhen to return to Taiwan Province as soon as possible". Wu Guozhen immediately wrote a rumor notice and sent it to Zhang Qiyun, then Secretary-General of the Kuomintang Central Committee on Taiwan Island. Zhang was a confidant of Chiang Kai-shek. After receiving Wu's notice, he handed it to Wu's father. As a result, Mr. Wu ran all over the newspapers, but no one dared to publish it. When Wu Guozhen asked the Taiwan Province authorities to "refute rumors" and got no answer, he resolutely attacked the Taiwan Province authorities on February 7th of the same year. In a radio interview, he said in a speech that he "left Taiwan Province for two reasons: 'health' and 'political'", "because he advocated democratization of Taiwan Province, while others thought that anti-communism must be resorted to the means of the Communist Party". On February 16, Wu Guozhen declared in a meeting with reporters in Chicago, "Under the current circumstances, I don't want to go back to Taiwan Province, because I don't think the current political situation in China has changed from when I had an argument with the government. I am still a member of the Executive Yuan, but I have resigned five times, but I have not been approved." "I am convinced that the current government is too authoritarian." Wu's claim has aroused great repercussions in American public opinion circles. The World Telegraph and The Sun both commented on Wu Guozhen's remarks and criticized the actions of the Taiwan Province authorities. On February 26th, Zhang Daofan, then the "Legislative Yuan" and a former CC general who had already taken refuge in Chiang Kai-shek and was also a classmate of Wu Guozhen's Nankai Middle School, first went into battle and fired at Wu, declaring that "one of the reasons why Wu Guozhen left Taiwan Province was for a 'healthy' relationship. In fact, American audiences saw his fat appearance on TV fax, which naturally proved that the reason why he went abroad for health was lying". "Wu Guozhen, as a councillor, used the pretext of 'healthy' relations to talk nonsense abroad, which endangered the nation-state deeply and greatly", and he was "chicken feet". On March 17th, the 10th meeting of the Second Session of the First National Congress passed a provisional motion, "Please ask the government to dismiss Wu Guozhen's case". In the midst of abuse, Wu Guozhen took out his last killer weapon and published "Going to the President's Letter" in the United States, criticizing Chiang Kai-shek for "being selfish is more important than patriotism, and resting on his laurels, giving no one the opportunity to criticize and suggest". At the same time, Wu pointed the main finger of his attack at Jiang Jingguo, saying that he was a major obstacle to Taiwan Province's political progress, and advocated that he should be sent to "American universities and research schools … until the mainland recovers, there is no need to return to Taiwan Province". At this point, Wu Guozhen officially broke with Jiang's father and son. Realistically speaking, Wu Guozhen's view is obviously a word of spirit. Jiang Jingguo has been dead for more than 20 years, and no one in Taiwan Province can surpass Jiang Jingguo's reputation. Taiwan Province was "filled with indignation" about Wu Guozhen's "Going to the President's Letter". On the 17th, Chiang Kai-shek issued a "presidential decree" to strictly punish Wu Guozhen in compliance with "public opinion". On the same day, the Kuomintang Central Daily published an editorial, attacking Wu Guozhen again. On the same day, the Kuomintang Central Committee also cooperated with Chiang Kai-shek's "presidential decree" and proposed that "Wu Guozhen be expelled from the party" through the Central Discipline Commission. Since then, Chiang Kai-shek has refused to let Wu Guozhen go in an attempt to extradite him back to Taiwan. However, what Chiang Kai-shek did aroused dissatisfaction among some people in power in the United States. When Wu Guozhen was removed from the post of "political councilor", Robertson, Assistant Secretary of State for Far East Affairs, assured Wu that Wu could live in the United States under any circumstances. Regarding the "denunciation" campaign initiated by Chiang Kai-shek, the United States also "advised" Chiang Kai-shek through its ambassador to Taiwan not to attack Wu again, otherwise it would be detrimental to the Taiwan Province authorities. Weighing the pros and cons, Jiang was trying to sign a "mutual defense treaty" with the United States at this time, so he ordered a ban on the continued publication of words attacking Wu Guozhen. Regarding the role played by Jiang's father and son in Wu Guozhen's case, Li Zongren, who was far away on the other side of the ocean, commented: "Mr. Jiang ruled the mainland for 20 years and failed to implement the Three People's Principles. After arriving in Taiwan, he enforced autocracy internally and publicized and counterattacked the mainland externally." There was no room for any criticism, which was "shooting himself in the foot". Hu Shi, a liberal democrat in Taiwan Province, commented on the case before leaving Taiwan and returning to the United States: "Former Taiwan Province Chairman Wu Guozhen's criticism of the government may have some benefits for the country. If some of what Wu said is true, then we should not refuse to consider it because it came out of Wu Guozhen's mouth." Obviously, because of Chiang Kai-shek's narrow-mindedness, Wu Guozhen can't be forgiven, and Wu Guozhen has become a victim of Chiang Kai-shek's reorganization of power. Wu Guozhen died of illness in the United States in 1984 and was buried in a small coastal town in Georgia.71 years ago today, on March 17th, 1954 (February 13th, 1954 in the lunar calendar), the Wu Guozhen incident happened in Taiwan Province. Wu Guozhen died of illness in the United States in 1984 and was buried in a small coastal town in Georgia.
