The Meiji Constitution is also referred to as the Constitution of the Great Japanese Empire. The Meiji Empire was promulgated on February 11, 1889 and entered into force on November 29, 1889 with a total of 776 articles, the main contents of which are: (1) The Japanese Empire is governed by the Great Emperor of the First World Order, "the Emperor is responsible for the Emperor and not responsible for the Assembly."
