The problem of slavery, a serious social problem in the late years of the West Ham, the peasant uprising, heavily struggled with the mighty landlords who occupied the slaves, so that many slaves were liberated themselves. Liu Shu (Tohtan Shōji) for the need of political struggle, from 26-28 AD (building arms two to four years), before six times ordered the release of slaves, three times ordered the ban on abuse of slaves.

The decree stipulates that whosoever belongs to the king has not been enslaved and does not comply with the laws of the West Ham, the people of the blue,Ðì, cold, and other feudal districts are sold as slaves, and whosoever is left by starvation and marriage to his wife and seller as slaves are exempt from slavery; the slave master is punished by the "seller law" and "seller law" of the West Ham if it is not allowed to be detained.

From March 6th, 35 AD (February 8th, February 11th, from now on, the year of [sys: year (now)-35)]), the Han-Goon-Wu-Ii had repeatedly promulgated: slave killing must not be reduced; burning slave punishment according to the law is exempt from burning people; abolition of slave shooting wounded people abandon the city law.

While this improved the situation of the peasants and reflected the strike of the peasant war on the remains of slavery, the serious problem of land reunification and dependence on the peasants remained unresolved.
