On February 26, 2004 (February 7, 2004 in the lunar calendar), the State Council issued the Opinions on Strengthening the Ideological and Moral Construction of Minors. On February 26, 2004, the Central Committee of the Communist Party of China and the State Council issued "Several Opinions on Further Strengthening and Improving the Ideological and Moral Construction of Minors". At present, there are about 367 million minors under the age of 18 in China. Their ideological and moral status is directly related to the overall quality of the Chinese nation, the future and destiny of the country. With the promulgation of "Several Opinions of the CPC Central Committee and the State Council on Further Strengthening and Improving the Ideological and Moral Construction of Minors", the ideological and moral education of minors has once again become the focus of the whole society. Strengthening and improving the ideological and moral construction of minors is an important and urgent strategic task put forward by the CPC Central Committee and the State Council in the new period.
