Yuan Shikai promulgated the Law of the Republic of China

On May 1, 1914, Yuan Shikai promulgated the Law of the Republic of China.

On January 10, 1914, Yuan Shikai dissolved Congress, and on January 26, 1914, he published the Organization Regulations of the Treaty Law Conference.

The President appoints a number of people to participate in politics, forms an advisory Senate, and acts on behalf of the legislature. At this point, the bourgeois * system established after the Revolution of 1911, including the Provisional Constitution, the National Assembly and so on, has all been destroyed. There is only an empty name for "Republic of China". The first Secretary of State was Xu Shichang, a former bureaucrat of the Qing Dynasty.

On December 29, Yuan Shikai announced the Amendment to the President's Election Law, which stipulated that the president's term of ten years could be re-elected.
