On May 1, 1914, Yuan Shikai promulgated the Law of the Republic of China.

On January 10, 1914, Yuan Shikai dissolved Congress, and on January 26, 1914, he published the Organization Regulations of the Treaty Law Conference.

On the 18th of March, the Treaty Conference was held with Sun Yin as the chairman of the meeting, which was the tool of Yuan Shikai's help, and fully respected Yuan Shikai's breath.

On April 29, the Treaty Law Conference passed the so-called "Chinese Republic Treaty Law", also known as the "Yuan Memorial Treaty Law".

On May 1st, Yuan Shikai announced the actual separation and abolished the Provisional Law. The "Yuan Ji Convention Law" expanded the power of the president to the level of an autocratic emperor, changed the responsible cabinet system to a presidential system, abolished the State Council, set up the Secretary of State "Zanxiang" president, and set up a political hall in the presidential palace as an office. The President appoints a number of people to participate in politics, forms an advisory Senate, and acts on behalf of the legislature. At this point, the bourgeois * system established after the Revolution of 1911, including the Provisional Constitution, the National Assembly and so on, has all been destroyed. There is only an empty name for "Republic of China". The first Secretary of State was Xu Shichang, a former bureaucrat of the Qing Dynasty.

On December 29, Yuan Shikai announced the Amendment to the President's Election Law, which stipulated that the president's term of ten years could be re-elected.
