At 6 pm on the 22nd, the uprising workers captured Shanghai North Railway Station and eliminated the last stronghold of Zhabei. More than 300 workers died and more than 1000 were injured in this armed uprising. On the 22nd, the Shanghai Citizens 'Representative Conference was held to announce the establishment of the Shanghai Special Municipal Provisional Government and elected 19 people including Niu Yongjian as members of the Provisional Municipal Government, including 9 Communist Party members, 1 worker representative, and a total of 9 representatives from the left, right and bourgeoisie of the Kuomintang. The meeting formulated the "Municipal Government Organization Regulations (Draft)", stipulating that the highest authority in the city is the Shanghai Special Municipal Citizen Representative Conference, and the government produced by the representative conference is affiliated to the National Government. Taking the area originally managed by the Songhu Commercial Port Office and the original concession as the scope, Shanghai Special City is temporarily divided into 8 districts. On the 23rd, Niu Yongjian, Bai Chongxi, Yang Xingfo, Wang Xiaolai and Wang Shouhua were elected members of the Standing Committee of the Municipal Provisional Government.
