On April 20, 1956, Mao Zedong, Liu Shaoqi, Zhou Enlai and the Standing Committee of the National People's Congress, the Ethnic Affairs Committee of the National People's Congress and the Ethnic Affairs Committee of the People's Republic of China. They sent messages to congratulate the establishment of the Preparatory Committee of the Tibet Autonomous Region. On the 22nd, the Preparatory Committee of the Tibet Autonomous Region held its inaugural meeting. The Dalai Lama first delivered an opening speech. Vice Premier Chen Yi read out the State Council order and awarded the seal of the Preparatory Committee of the Tibet Autonomous Region to the Dalai Lama on behalf of the State Council.
