On this day, 32 years ago, on April 27, 1993 (March 6, 1993, the lunar calendar), the "Wang-Koo Talks" were held in Singapore. The world-renowned "Wang-Koo Talks" were held in Singapore from April 27 to 28, 1993. This was the first meeting between leaders of authorized non-governmental organizations on both sides of the Taiwan Strait. The two parties who met were Wang Daohan, president of the Association for Relations Across the Taiwan Strait, and Koo Zhenfu, chairman of the Taiwan Strait Exchange Foundation. The Association for Relations Across the Taiwan Strait was established on December 16, 1991. It aims to promote cross-strait exchanges, develop cross-strait relations, and achieve peaceful reunification of the motherland. The first president, Wang Daohan, served as mayor of Shanghai City, and Rong Yiren served as honorary president of ARATS. Over the past year since its establishment, ARATS has done a lot of work to promote cross-strait exchanges. In 1992, it promoted two-way exchanges between the news, cultural, scientific and technological circles on both sides of the Taiwan Strait and youth and children on both sides of the Taiwan Strait, assisted in handling maritime disputes between fishermen on both sides of the Taiwan Strait, and made efforts to promote cross-Strait trade exchanges. The first transactional negotiations with Taiwan's Straits Exchange Foundation on the use, inquiry and opening of cross-Strait notarial certificates, inquiries and compensation for registered letters have also been initialled. The Taiwan Strait Exchange Foundation was established on November 21, 1990 and officially put into operation on March 9, 1991. According to Taiwan's claim, this institution was established to adhere to the "three noes policy" of "no contact, no negotiation, and no compromise" with the mainland, and also to face the reality that problems arising from cross-strait exchanges need to be resolved through cross-strait consultations. As Taiwan's "non-governmental intermediary agency" responsible for cross-strait exchanges, official allocations account for 520 million yuan of the Straits Exchange Foundation's NT$700 million fund, and another 180 million yuan is donated by some private enterprises in Taiwan. Koo Chen-fu, the first chairman of the Straits Exchange Foundation, was a former member of the Kuomintang Central Committee and chairman of the Taiwan Federation of Industries. Over the past year, the Association for Relations Across the Taiwan Strait (ARATS) has made active efforts to promote the early realization of the "Wang-Koo Talks". On January 8, 1992, the recently established Association for Relations Across the Taiwan Strait sent a letter inviting the Chairman, Vice Chairman, and Secretary-General of the Taiwan Strait Exchange Foundation to lead a delegation to visit. On August 4, President Wang Daohan once again extended an invitation to Mr. Gu Zhenfu, hoping to "exchange issues and negotiate plans on current economic development and the affairs of the two sessions." On August 22, Koo Zhenfu formally replied to accept the invitation. Since then, the "Wang-Koo Talks" have gradually become a hot topic in cross-Strait public opinion circles and are regarded as "the first step towards formal talks between the two sides of the Taiwan Strait." Since then, there has been constant exchanges of letters between the two associations to discuss the talks. After more than half a year of deliberation and preparation, from April 8 to 10, 1993, Qiu Chin-yi, Vice Chairman and Secretary-General of the Taiwan Strait Exchange Foundation, visited Beijing. The Association for Relations Across the Taiwan Strait and the Strait Exchange Foundation held preparatory consultations on the "Wang-Koo Talks" and determined the main topics of the "Wang-Koo Talks": During the talks, Wang Daohan, President of the Association for Relations Across the Taiwan Strait, and Koo Zhenfu, Chairman of the Taiwan Strait Exchange Foundation, held consultations on strengthening cross-Strait economic cooperation, scientific, technological and cultural exchanges and the affairs of the two sessions, and reached consensus in many aspects. On the morning of April 29, they signed four documents: the "Joint Agreement on the Wang-Koo Talks", the "Agreement on the Use and Verification of Cross-Strait Notary Certificates", the "Agreement on Cross-Strait Registered Mail Inquiry and Compensation" and the "Agreement on the Liaison and Talks System of the Two Sessions". The results were satisfactory to both parties. This meeting marked a historic and important step in cross-Strait relations.
