The agreement stipulates that the Soviet Union will use its latest scientific and technological achievements to carry out research and design work, supply equipment, instruments and certain special materials, send the necessary number of Soviet experts to provide technical assistance in the construction, installation, adjustment and start-up of production of enterprises, and accept China experts and workers to study production technology in corresponding enterprises in the Soviet Union. Like previous agreements, this agreement also stipulates that the Soviet Union will grant free production concessions to the People's Republic of China for the products specified to be manufactured by these enterprises, and provide necessary technical information so that the People's Republic of China can organize the production and manufacturing of supporting equipment required by the enterprises specified in the agreement. The agreement stipulates that the total value of equipment, design and other various technical assistance supplied by the Soviet Union will be 5 billion rubles, and China will supply goods to the Soviet Union as reimbursement.
