March 5, 1931 The Gandhi-Irvine Agreement was signed
94 years ago today, March 5, 1931 (January 17, 1931 in the lunar calendar), the Gandhi-Owen Agreement was signed. On March 5, 1931, Gandhi, the leader of the Indian National Movement, signed the "Gandhi-Owen Agreement"(the "Delhi Agreement") with Lord Owen, the Governor of the Anglo-Indian Government (the Earl of Halifax). The Second Non-Cooperation Movement, which began in 1930, dealt a heavy blow to the British colonial government. Force suppression was ineffective, and the colonial government sought some kind of compromise. Gandhi and Owen signed the agreement in Delhi without discussion and consent from the Congress Party. Gandhi agreed to stop the non-cooperation movement completely and sent representatives to the London Roundtable that the Congress Party had boycotted. Owen agreed to restore the legitimacy of the Congress Party. The agreement also stipulates the release of all political prisoners except for "violent crimes", the end of the suppression of mass movements, and the abolition of martial law laws, except for those related to terrorist activities and "communist threats"; the government will still monopolize salt production and impose protective tariffs on a few commodities. The agreement was opposed by some Congress Party leaders such as Nehru and other patriots. Under the influence of Gandhi, the Congress Party passed a resolution recognizing the Delhi Agreement at the annual meeting in Karachi in December 1931. In September of the same year, Gandhi went to London to attend the second roundtable. Britain still rejected Gandhi's request to grant India self-governing status.
