Huang Daiqiang, former deputy captain of the Criminal Police Corps of the Chongqing City Public Security Bureau, was sentenced to 20 years in prison, confiscation of personal property of RMB 300,000 and a fine of RMB 2.2 million for committing bribery, shielding and conniving of underworld organizations, bribery, on-lending at high interest, and covering up and concealing his crimes. Zhao Liming, former deputy captain of the Public Transport Security Management Corps of Chongqing City Public Security Bureau, was sentenced to 17 years and six months in prison and confiscation of personal property of RMB 100,000 yuan for accepting bribes, conniving at underworld organizations, bribery, corruption, and introducing bribes. Chen Tao, former deputy captain of the Public Security Corps of Chongqing City Public Security Bureau, was sentenced to 19 years and six months in prison and confiscation of personal property of RMB 100,000 yuan for committing bribery, conniving of underworld organizations, and bribery. Wen Qiang's wife Zhou Xiaoya, who was also tried in the case, was sentenced to eight years in prison and 500,000 yuan of personal property confiscated for committing bribery and having circumstances of voluntary surrender. After trial, the court found that: From 1996 to 2009, Wen Qiang took advantage of his positions as a member of the Party Committee, Deputy Secretary of the Party Committee and Deputy Director of the Chongqing City Public Security Bureau, and Secretary of the Party Committee and Director of the Chongqing City Judicial Bureau to seek benefits for other people's job promotion and adjustment, work transfer, resettlement, business development, etc., and repeatedly accepted property from others, including members of underworld organizations, alone or through his wife Zhou Xiaoya, totaling more than RMB 12.11 million, of which Wen Qiang, Zhou Xiaoya jointly received property equivalent to more than 4.49 million yuan. From 2003 to 2008, Wen Qiang knew that many underworld organizations organized and led by Yue Ning, Madang, Wang Tianlun, Wang Xiaojun and Xie Caiping were engaged in organized illegal and criminal activities, but still sheltered and connived at them. In September 2007, Wen Qiang and Huang Daiqiang understood that Wang Tianlun's criminal organization had been filed for investigation for "involvement in gangs," and accepted Wang Tianlun's request to obstruct the Criminal Police Corps of Chongqing City Public Security Bureau from investigating and handling the case of intentional injury and death caused by members of Wang Tianlun's organization, causing the criminal suspect to evade attack and causing serious consequences. On the evening of August 28, 2007, Wen Qiang asked a woman to have dinner and sing at a restaurant and a meeting place in Yubei District, Chongqing City. After instructing others to persuade the woman to drink a lot of alcohol, he took her to a hotel and forcibly had sexual relations with her. In addition, Wen Qiang could not explain the source of more than 10.44 million yuan in property. Regarding the dispute between the prosecution and the defense in court about the authenticity of a "green landscape" painting signed by Zhang Daqian by Wen Qiang and Zhou Xiaoya accepted by Zhao Liming, the painting named "Shushan Mountain Visiting Friends with a Qin", the court entrusted the State Administration of Cultural Relics and the National Cultural Relics Appraisal Commission in accordance with the law to verify the authenticity of the painting and concluded that it was a general imitation. After cross-examination in court, the court did not recognize the value of the painting of more than 3.64 million yuan. The court also found that Huang Daiqiang took advantage of his position to repeatedly accept money totaling more than 1.84 million yuan from others and mafia-like organizations, shielding and conniving mafia-like organizations with Wang Tianlun, Gong Gangmo, and Wang Xiaojun as their organizations and leaders respectively to carry out illegal and criminal activities. In order to seek promotion, Huang Daiqiang also bribed Wen Qiang of more than 90,000 yuan in property and helped Wen Qiang conceal his criminal proceeds. In addition, Huang Daiqiang also illegally made more than 710,000 yuan through high-interest on-lending. Zhao Liming took advantage of his position to accept RMB 350,000 from others twice. In order to obtain Wen Qiang's help in matters such as promotion and work arrangements, he gave Wen Qiang money totaling RMB 270,000 on many occasions directly or through Zhou Xiaoya. In addition, Zhao Liming also connived at the underworld organization with Xie Caiping as the organization and leader, introduced bribes of 120,000 yuan to state functionaries, and took advantage of his position to reimburse privately purchased items in the unit's finances. Chen Tao took advantage of his position to seek benefits for others and condone mafia-like organizations with Yue Ning, Gong Gangmo, Wang Xiaojun and others as organizations and leaders. He repeatedly accepted property from others and mafia-like organizations, equivalent to a total of more than 370,000 yuan. In order to get Wen Qiang's help in matters such as his promotion, Chen Tao also gave Wen Qiang property totaling more than 60,000 yuan through Zhou Xiaoya many times.
