On February 25, 1946, a military troika composed of Kuomintang government representative Zhang Zhizhong, Communist Party representative Zhou Enlai, and U.S. government envoy Marshall discussed the "Basic Plan on the Reorganization of the Army and the Unification of the Communist Party of China's Forces into the National Army"(referred to as the "Army Integration Plan"), after reaching an agreement, it was formally signed in Chongqing.
