On February 6, 2006 (January 9, 2006 in the lunar calendar), the first meeting of the Parties to the Framework Convention on Tobacco Control opened in Geneva. The world's first convention to restrict global tobacco and tobacco products, the Framework Convention on Tobacco Control, is the first legally binding international public health treaty reached under the auspices of the World Health Organization and the first worldwide multilateral agreement on tobacco. In 1996, the World Health Assembly proposed negotiations on the Framework Convention on Tobacco Control. In May 1999, the 52nd World Health Assembly decided to initiate negotiations on the convention and decided to complete it in May 2003. In October 2000, intergovernmental negotiations on the convention officially began, and the final text of the convention was adopted in March 2003. In May of the same year, at the 56th World Health Assembly held in Geneva, the Convention was unanimously adopted. On November 30, 2004, Peru became the 40th country to ratify the Convention. So far, the number of ratifications of the Convention has reached the required number of countries that are in line with the validity of international law. To date, a total of 167 countries have signed the Convention, of which 57 have ratified it. After the Convention enters into force, all contracting states must strictly abide by the provisions of the Convention: increase tobacco prices and taxes, ban tobacco advertising, prohibit or restrict tobacco merchants from conducting sponsorship activities, crack down on tobacco smuggling, ban the sale of cigarettes to minors, and label cigarette boxes with warnings that "Smoking is harmful to health" and take measures to reduce passive smoking in public places.
