They formed a cabinet with Yulang and Zaize, and Tie Liang became the commander-in-chief of the Qing army, and then fought to the death with the Southern Revolutionary Army. He also strongly urged Empress Dowager Longyu to adhere to the monarch's power. In January, the Beijing-Tianjin Alliance set up a special Northern Assassination Department, led by Peng Jiazhen and Zhao Tieqiao, and set up an office along the Xihe River in Beijing, aiming to kill the culprits.
