The electrification program was Soviet Russia's first national economic development program. In April 1918 Lenin proposed the establishment of a committee of experts to plan the recovery and development of the economy. He stressed in particular that priority should be given to the development of electricity and the transformation of industry and agriculture with electricity. Soon, a full-scale civil war broke out, hindering the progress of this work. On February 21, 1920, the Russian National Committee for Electrification was officially established, with Krzhzhanovsky as chairman. After months of hard work, the electrification plan was prepared at the end of the year and discussed at the 8th Congress of the Soviets. On December 21, 1921, the People's Committee formally approved the electrification plan. It stipulates that all damaged power stations will be restored within 15 years and 30 new power stations will be built, with a total power of 1.75 million kilowatts. By 1931, the plan was basically completed, and the power of the new power station reached 2.1 million kilowatts.
