Fighting for democracy is the most essential thing in the new stage and the central link. China must immediately implement democratic reforms in two aspects: first, to change the Kuomintang's reactionary dictatorship of one party and one class in the political system into a democratic system in which all parties and classes cooperate; second, the people's freedom of speech, assembly, and association. Under the overall task of fighting for the Anti-Japanese National United Front and the unified democratic Republic, the tasks of the Red Army and the Anti-Japanese base areas are: (1) Reorganize the National Revolutionary Army in accordance with the circumstances of the Anti-Japanese War, and improve military, political, and cultural education to become model corps in the Anti-Japanese War.
