The meeting mainly criticized Gao Gang and Rao Shushi for splitting the Central Committee. Gao Gang was originally chairman of the Northeast People's Government. After the founding of the People's Republic of China, he served as vice chairman of the Central People's Government. In 1953, he served as chairman of the Central Planning Commission. Rao Shushi was originally secretary of the East China Bureau of the Communist Party of China and was transferred to the post of Director of the Organization Department of the Central Committee of the Communist Party of China in 1953. From June to August 1953, the Central Committee of the Communist Party of China held a financial and economic work conference. Gao Gang violently criticized Liu Shaoqi, Zhou Enlai and others.
