On June 1, 2011 (April 30, 2011 in the lunar calendar), China's first "abandoned baby safety island" was established. On June 1, 2011, the Shijiazhuang City Social Welfare Home built a "baby safety island" outside the courtyard of the courtyard as a receiving facility and temporary shelter for abandoned babies. As of the end of January 2012, a total of 26 abandoned babies were found and the welfare home accepted these children, which ensued. Some people believe that abandonment of infants is illegal, and setting up facilities to receive abandoned infants "encourages irresponsible people to do irresponsible things" will condone abandonment of infants in disguise, and may even lead to an increase in the number of abandoned infants. Han Jinhong, director of the Social Welfare Institute of Shijiazhuang City, said that the idea of establishing a "baby safety island" was sprouted by the welfare institute based on years of practical work. President Han introduced that more than 10 babies are abandoned at the entrance of the welfare home every year. The baby incubators in the "Baby Safety Island" can provide suitable temperature and oxygen for the children, and the staff of the welfare home will treat them in time. Zhang Shifeng, director of the China Child Welfare and Adoption Center, who participated in the opening and ribbon-cutting of the "Baby Safety Island", said that while resolutely combating the phenomenon of abandoned babies, we must also protect the legitimate rights and interests of abandoned babies. The "Baby Safety Island" embodies the concept of children's rights and interests. It is the first in welfare homes across the country. Abandoned Infant Island is not "condoning" but is responsible for life. It is understood that in 2014, more than 95% of infants and young children in the Harbin City Children's Welfare Home had disabilities, and more than 80% were severely disabled children. In the two years since the Harbin City Children's Welfare Home moved to its new location in Harbin, the welfare home has accommodated a total of 46 children, 21 girls and 25 boys, including 42 abandoned babies, and the disability rate has reached 93%. Most of the abandoned infants are ischemic and hypoxic encephalopathy, mental retardation, and cerebral palsy, accounting for about 40%. Previously, some people believed that the establishment of a baby safety island was a kind of "connivance" for abandons. In this regard, Huang Wanjun said that abandoning babies is illegal, and they also hope that no children will be abandoned by their parents, but this reality is difficult to completely eliminate. For illegal activities that cannot be eliminated, adopting indirect and social "post-compensation" measures belongs to the priority of both benefits and the priority of both disadvantages. Setting up a "baby safety island" is a "people-oriented" choice and "giving life the greatest dignity." Therefore, baby safety islands are not "connivance", but charity. Development of Abandoned Baby Island In November 2013, the Shenzhen Social Welfare Center announced that Guangdong Province's first "Baby Safety Island" is expected to be born in Shenzhen in 2014, and Shenzhen is also striving to become the first pilot city in Guangdong with this content. In December 2013, the Xi'an City Children's Welfare Home introduced that Shaanxi's first "abandoned baby safety island" was put into use in the hospital, and on the evening of December 4, 2013, it welcomed the first "islander". On January 1, 2014, Tianjin City Baby Safety Island was put into use. On January 7, 2014, the Abandoned Baby Safety Island of the Harbin City Children's Welfare Home located on Harbin Street was officially opened on the 8th. It is the first safety island in Harbin to receive abandoned babies and will humanize the problem of receiving abandoned babies.
