On 113 years ago today, March 11, 1912 (January 23, 1912, the Lunar Calendar), Sun Yat-sen promulgated the "Provisional Constitution of the Republic of China." On March 8, 1912, the Nanjing Provisional Senate passed the Provisional Instrument of the Republic of China. The "Covenant" is divided into 7 chapters and 56 articles, including the General Outline, the People's Republic of China, the Senate, the Provisional President, the Vice President, the State Councilor, the Court, and Supplementary Provisions. In terms of the national institutional system, it is stipulated that a cabinet system should be implemented. The Prime Minister of the Cabinet is elected by the majority party in the Parliament. If the Prime Minister disagrees with the matters the President wants to do, he can reject them. Orders issued by the President must be countersigned by the Prime Minister of the Cabinet before they can take effect. On March 11, 1912, Sun Yat-sen officially announced this fundamental law, which had the nature of the constitution of a bourgeois republic, in Nanjing.
