On 113 years ago today, March 11, 1912 (January 23, 1912, the Lunar Calendar), Sun Yat-sen promulgated the "Provisional Constitution of the Republic of China." On March 8, 1912, the Nanjing Provisional Senate passed the Provisional Instrument of the Republic of China. The "Covenant" is divided into 7 chapters and 56 articles, including the General Outline, the People's Republic of China, the Senate, the Provisional President, the Vice President, the State Councilor, the Court, and Supplementary Provisions. It follows the principle of "separation of powers" in the Western bourgeois democratic system, stipulating that the legislative power of the country belongs to the Senate; the interim president must have a state official present to exercise his powers; Judges have the right to independent trials. It stipulates that the sovereignty of the Republic of China belongs to all citizens, and citizens have freedoms of person, property, speech, communication, residence and religion, and have the right to petition, vote, and be elected.
