Among them, Chen Qiang, deputy commander of Unit 96301, affiliated with the Second Artillery Corps, was sentenced to life imprisonment by the Military Court of the General Command of the People's Liberation Army in May 2014 for committing corruption, bribery, and unidentified sources of huge amounts of property. Public information shows that Chen Qiang was the team leader of an engineering department of the Second Artillery Corps and the deputy commander of Unit 96351. In July 2010, he was promoted to the rank of Major General. According to Xinhuanet, after the Wenchuan earthquake in 2008, Chen Qiang, captain of an engineering department team headquarters who was studying at the National Defense University, rushed to the disaster relief site. He and political commissar Ma Li led his troops to complete the arduous task of opening the Jushui to Gaochuan section of the Dunxiu Highway one month ahead of schedule. According to China Radio Network, in 2010, the "August 12" flash flood disaster in Longnan City, Gansu Province caused the interruption of all three roads leading to the outside world in Huangzhu Town, Cheng County, trapping more than 10,000 people. Officers and soldiers of an engineering regiment of the Second Artillery Corps carried large-scale machinery and equipment and fought continuously, opening up rescue channels one after another. The report mentioned "Major General Chen Qiang, commander-in-chief of the Huangzhu Flood Relief and Rescue Site Command of the Second Artillery Corps and deputy commander of a certain unit of the Second Artillery Corps." After that, Chen Qiang was transferred to the position of deputy commander of Unit 96301. According to information disclosed by China Military Network on the 15th, Yu Daqing, deputy political commissar of the Second Artillery Corps, was filed for investigation by the military procuratorate in December 2014 on suspicion of violating the law.
