On this day, 45 years ago, on January 14, 1980 (November 27, 1979, the State Council approved the establishment of the China Patent Office. On January 14, 1980, the State Council approved the establishment of the Patent Office of the People's Republic of China, referred to as the China Patent Office. Wu Heng, then deputy director of the State Science and Technology Commission, concurrently served as director of the China Patent Office. Before the completion of the business building, the China Patent Office had a difficult entrepreneurial period. During the institutional reform of the State Council in 1998, the Patent Office of the People's Republic of China was renamed the State Intellectual Property Office and became a directly affiliated agency of the State Council. As the agency responsible for national patent work under the State Council, its main responsibilities are: ·Entrusted by the State Council, propose revisions to the Patent Law and the Implementation Rules of the Patent Law, and be responsible for interpreting the Implementation Rules of the Patent Law; and participate in the formulation of relevant intellectual property laws and regulations.·Accept and review patent applications in accordance with the law, and grant patent rights for inventions and creations that comply with the provisions of the Patent Law; review and make decisions on requests for review, revocation and invalidation of patent rights. ·Formulate a national patent industry development plan and development strategy, designate principles and policies for patent work, and organize implementation after approval.·Guide and coordinate local and departmental patent administration agencies in mediating patent disputes and investigating and punishing patent impersonation.·Formulate relevant policies and regulations to regulate and guide patent licensing trade; participate in and guide the evaluation of intangible assets with the evaluation of intellectual property rights as the main content.·Plan and promote the publicity and popularization of the Patent Law and the training of patent teams, be responsible for the assessment and qualification confirmation of patent agents, examine and approve patent agencies, and designate foreign-related patent agencies. ·Manage national patent documents and provide patent information services to the society; guide departments and local governments in patent documents and patent information work, strengthen the dissemination of patent information to all fields of society, and promote the development of the information industry.·Manage international liaison, cooperation, and exchange activities in patent work, and participate in and coordinate foreign-related affairs in intellectual property.·Complete other tasks assigned by the State Council. The Patent Office of China (later the State Intellectual Property Office) exercises power on behalf of the country, protects patents and intellectual property rights, and makes important contributions to the country's scientific and technological progress and economic development.
