On November 15, 1952 (the 28th of the ninth lunar month), the central government decided to change the government establishment of the Greater Administrative Region.

On November 15, 1952, the 19th meeting of the Central People's Government Committee adopted the "Decision on Changing the Institutions and Tasks of the People's Governments of the Greater Administrative Regions (Military and Political Committees)", which changed all the People's Governments of the Greater Administrative Regions (Military and Political Committees) into Administrative Committees, as the representative body of the Central People's Government. On January 14, 1953, the Central People's Government Committee appointed the chairmen and vice-chairmen of the Administrative Committees of North China, Northeast China, Northwest China, Central South and Southwest China. The chairmen were: Liu Yutao, Gao Gang, Peng Dehuai, Rao Shushi, Lin Biao, Liu Bocheng.
