On May 1, 1913, at 1 p.m., the Shanghai Socialist Party, Liberal Party, Labour Party and other groups held the National Citizen's Congress on Song's case and borrowing, with more than 30,000 people attending the meeting. The congress first announced the three major charges of Yoshihide: (1) assassinating the leader of the National Party; (2) assassinating the president of the Republic; (2) depriving himself of the president's right to serve as a temporary president; (3) borrowing 25 million pounds of foreign debt without receiving a private order from the Congress. Following the adoption of the five articles of the resolution: (1) requiring the Congress to immediately submit the impeachment of Yoshihide and Zhao's case; (5) ordering Yoshihide and Zhao's departure to be judged by the
