Previously, Marshall said that if the Chinese Communist Party could accept the government's proposal for trilateral consultations, he suggested that each of the Chinese Communist Party, the Communist Party and the United States should form a committee with one member to handle matters related to the armistice, the resumption of transportation and the acceptance of surrender, and adopt a consensus agreement. Each party has the right of veto. All resolutions must be submitted to the highest authorities of the Kuomintang and the Communist Party for approval before taking effect. The three-member committee may set up a body closer to the conflict area to deal with all specific issues related. Zhou Enlai said: The Communist Party of China welcomes friendship from outside countries, but also hopes that its allies will abide by its promise of "not interfering in China's internal affairs." Marshall proposed setting up an execution department in Peiping to implement the policies agreed upon, monitor the armistice, and conduct impartial investigations. The Executive Department is composed of a three-member committee of the State, the Communist Party and the United States.
