On this day, 34 years ago, May 1, 1991 (March 17, 1991, the lunar calendar), Taiwan ended the "mobilization period for suppressing the rebellion." On May 1, 1991, the Taiwan authorities terminated the so-called "mobilization and suppression period" and also abolished the "temporary provisions for the mobilization and suppression period." The "Mobilization and Suppression Period" and the "Interim Provisions for the Mobilization and Suppression Period" were implemented by the Kuomintang ruling group more than 40 years ago to save it from defeat in the civil war and intensify its suppression of the people. Under such circumstances, the Taiwan authorities announced in May 1990 that they would "end the period of mobilization and suppression of the rebellion within one year." On April 8, 1991, the Taiwan authorities convened the "Second Extraordinary Session of the First National Assembly." On April 23, this meeting passed a resolution to end the "mobilization period for the suppression of the rebellion", abolish the "interim clauses", and at the same time passed ten so-called "additional articles to the Constitution." According to these provisions, laws related to the "mobilization period to suppress the rebellion" could apply until January 31, 1992, and the "organic laws" of some secret service agencies established under the "temporary provisions" could apply until the end of 1993.
