Twenty-eight years ago today, on March 1, 1997 (January 23, 1997 in the lunar calendar), the Fifth Session of the Eighth National People's Congress was held in Beijing. On March 1, 1997, the Fifth Session of the Eighth National People's Congress was held in Beijing. Premier Li Peng delivered a government work report. The meeting adopted the "Resolution on the Government Work Report", the "Decision on Approving the Establishment of Chongqing Municipality" and the revised "Criminal Law of the People's Republic of China" and the "National Defense Law of the People's Republic of China." The meeting also approved the 1997 National Economic and Social Development Plan proposed by the State Council. The meeting called on people of all ethnic groups across the country to inherit Comrade Deng Xiaoping's legacy, hold high the great banner of Deng Xiaoping's theory of building socialism with China characteristics, unite more closely around the Party Central Committee with Comrade Jiang Zemin at its core, and work hard as one to win new victories in socialist construction.
